Thank you for your note of the 20th instant enclosing copy of a letter from Mr. King of the Inspectorate
General of Chinese Maritime Customs. You will have seen that a regulation has now been made under the Defence of the Realm Act in the sense proposed by the Interdepartmental conference, and a Proclamation has also been issued under the Customs Consolidation Act, prohibiting the importation of opium except under licence of the Home Secretary. enclose an advanced copy of the regulation which you may like to send to Mr. King. The Home Office will be dealing almost immediately with applications for licences to import opium and permits to purchase opium in this country, and if Mr. King has any information as to particular firms in this country engaged in the opium trade, which might be useful to us in deciding whether or not to issue our licences or permits, we shall be very glad, of course, to have it.
